Ads Conversion Missing GTM Tag

An enabled Google Ads conversion action exists with no matching Google Ads Conversion Tracking tag in the GTM container. Google Ads will keep listing the action as live, but the site never fires it. Volume will be zero or incomplete, and if the orphaned action is set Primary, Smart Bidding is learning from feedback that doesn't exist.

Why It Matters

Google Ads can list an action as enabled even when the site never sends it. If the matching GTM tag is absent, renamed, or never deployed, conversion volume will be zero or incomplete. Primary actions in this state give Smart Bidding no usable feedback.

How To Fix It

Match every enabled Google Ads conversion action to a GTM Google Ads conversion tag or a deliberate non-GTM source such as an offline import. For GTM-managed actions, verify conversion ID, label, trigger, and publication status. Disable or mark Secondary any actions that are no longer supposed to receive traffic.

An orphaned enabled action will continue to appear live in Google Ads while silently recording zero conversions; if it is Primary, Smart Bidding optimises against absent feedback. Fix: pair every enabled action to either a published GTM conversion tag (verified conversion ID, label, trigger, and publication status) or a deliberate non-GTM source such as an offline import, and mark unmatched actions Removed or Secondary.
