Why It Matters
Google's Smart Bidding algorithms learn from conversion patterns. With high volume (50+ per portfolio per month) the model converges quickly and bidding is stable. Symptoms: CPA swings wildly week-to-week, the "Learning" status sticks for 7-14 days after any change, and apparent campaign performance is dominated by which conversions happened to fire rather than what the campaign actually did. The recommended response is rarely "more aggressive bidding". it is consolidation of conversion goals or a temporary switch to Maximize Clicks or a simpler bidding strategy until volume grows.
How To Fix It
- In Google Ads, open Tools & Settings → Measurement → Conversions and check the All conversions (last 30 days) for each Primary action.
- If any Primary action has < 15 conversions per month per bidding portfolio: (a) consolidate duplicate actions (one canonical Primary per business event), (b) widen the conversion definition (e.g. Count both "submitted lead" and "qualified lead" as one Primary if both are valuable), or (c) switch the campaign to Maximize Clicks or a non-Smart-Bidding strategy until volume builds.
- If volume is healthy: this check is informational; no action needed.
- Re-run after 30 days to see if the consolidation moved the account above the threshold.
