No Primary Conversion Action
Your Google Ads account has no enabled Primary conversion action. Not one. Every action is either disabled or marked Secondary, so Smart Bidding has zero signal to optimise against. Maximize Conversions, Target CPA, Target ROAS — they're all bidding blind right now. Fix this before you change anything else.
Why It Matters
Smart Bidding optimises against Primary conversion actions. Only Primary. Secondary actions are recorded for reporting, but they don't feed the bidding algorithm. With no Primary at all, the algorithm has no target. Spend still goes out (budget and bid caps still work), clicks still come in, the account still looks active on the dashboard. Conversion-aware optimisation just isn't happening underneath. This usually happens one of two ways. Either the team ran a measurement migration — created new conversion actions, demoted the old ones to Secondary while testing, and never came back to promote the new actions to Primary. Or someone demoted the macro action to Secondary while cleaning up duplicates and the change never surfaced because the campaigns kept running on autopilot. The failure is invisible from any standard Google Ads report. Conversion volume reports show conversions (Secondary actions still count). Campaign performance reports show CPA and ROAS (computed from those same Secondary actions). Nothing flags "no Primary action." You have to look in Tools & Settings → Measurement → Conversion goals and notice the empty Primary column. Until this is fixed, every automated bidding decision is arbitrary. How To Fix It
- In Tools & Settings → Measurement → Conversions, find the canonical macro business outcome for this account. Purchase for e-commerce. Lead or Submit Lead Form for B2B. Sign-up for SaaS.
- Mark that action Primary. If it is disabled, enable it first.
- Open Tools & Settings → Measurement → Conversion goals. Confirm the new Primary action appears under the appropriate default goal.
- Open each active campaign's goal settings. Confirm it inherits the account-default Primary goal (some campaigns override; check them individually).
- Allow 7-14 days for Smart Bidding to re-enter normal learning before judging performance against the new baseline.
